Private and Venture Capital

We invest in GCC private and venture investments via a dedicated US$45 million SPV together with Fuel Venture Capital, along with Fuel’s US$300 million flagship fund and a platform of US$660 million+ AUM. We also advise companies and institutional investors on private capital strategy, including investment preparedness, transaction structuring, portfolio development, and execution support across the investment lifecycle.

Corporate Finance

We provide disciplined valuation, financial analysis, and transaction preparedness across strategic corporate finance matters. Our work includes support on buy-side and sell-side evaluations, M&A readiness, capital structure considerations, and the development of institutional-grade investment materials and data rooms. We help clients assess opportunities, strengthen decision frameworks, and position effectively for strategic corporate transactions.

Regulatory Strategy & Licensing

Managing Partner
Hasnae Taleb is a multi-award-winning trader, financial executive, and institutional investor with experience at Morgan Stanley and Nasdaq. She became the youngest Chief Investment Officer in the Dubai International Financial Centre during her tenure at Ento Capital, where she oversaw multi-asset mandates and contributed to a track record exceeding US$4.2 billion in assets. As Managing Partner of Mintiply Capital, Ms. Taleb provides strategic and corporate finance advisory across public markets, private capital, and venture ecosystems. She advises on complex investment structures, transaction preparedness, and institutional engagement, and serves as the GCC Partner to Fuel Venture Capital, supporting a venture platform with more than US$700 million in assets and an active portfolio of high-growth companies. Her work is defined by analytical rigor, strategic perspective, and a deep understanding of global capital markets.

Head of Asset Management
Akef Tanbouz is a seasoned investment and asset management professional with more than 25 years of experience across the Middle East’s financial sector, particularly in the UAE and Saudi Arabia. His career includes leadership roles at Accenture, Middle East Investment Bank, and The Investor for Securities, where he developed deep expertise across real estate fund management, investment analysis, and institutional asset oversight. Mr. Tanbouz has held director and partner-level positions, leading investment teams, overseeing multi-asset portfolios, and shaping operational and governance frameworks for regulated financial institutions. His extensive background spans fund structuring, asset allocation, due diligence, and performance management across regional and cross-border mandates. As Head of Asset Management at Mintiply Capital, he brings rigorous investment discipline, portfolio oversight expertise, and a comprehensive understanding of regional markets, supporting the firm’s commitment to delivering institutional-grade investment advisory and asset oversight capabilities.

Over 17 years of experience in finance and investment across the energy and industrial sectors, spanning renewable energy, conventional power, and oil & gas. Abdullah is a distinguished leader in navigating policy-making and geopolitical risks within sovereign-linked environments, where he has played a key role in driving high-impact strategic initiatives. He has a proven track record of raising capital and scaling businesses in the region, having led multi-billion-dollar funding programs and optimized complex debt strategies. His career spans Brazil, Silicon Valley, and the United Arab Emirates, where he has founded and led technology ventures focused on blockchain infrastructure, tokenization frameworks, and digital asset platforms. Throughout his career, Noel has overseen the development of regulation-ready crypto ecosystems, security-token architectures, and technology-driven financial solutions. His work includes leading complex product builds, managing cross-functional teams, and structuring operational frameworks for high-growth digital finance companies. At Mintiply Capital, Noel drives operational strategy, platform development, and technology integration across the firm’s advisory practices. His capabilities led to leadership positions in which he oversaw business strategy, managed portfolios, and directed cross-functional teams. This operational and financial discipline formed the basis for his transition into venture and private capital advisory. Frank Rafaelle

Head of High Frequency Trading
Frank J. Rafaelle is a seasoned high-frequency and quantitative trading specialist with more than two decades of experience across U.S. equity and options markets. A graduate of Regis High School and Yale University, he has held senior roles on Wall Street, overseeing trading desks, developing advanced algorithmic strategies, and operating at the intersection of quantitative modeling and market microstructure. Active in financial markets since 1998, Mr. Rafaelle has deep expertise in execution technology, latency-sensitive strategies, order-flow dynamics, and the technical foundations of modern market structure. His background spans the design and management of systematic trading programs, as well as contributing to strategic research in equity and derivative markets. Dr. Semih Kumluk is an AI strategist and digital transformation leader with more than 15 years of multinational experience across Unilever, Turkcell, and PwC. His work integrates business strategy, data analytics, and applied artificial intelligence to support organizations navigating technology-driven change. He has led major initiatives in AI adoption, innovation programs, and enterprise transformation across multiple industries. Dr. Kumluk has been recognized internationally for his contributions to the field, including being named a Top 50 Thought Leader in AI by Thinkers360 and receiving the Global AI Ambassador title from SwissCognitive. He previously founded the Singularity University Dubai Chapter and launched the region’s first AI leadership program, reflecting his long-standing commitment to advancing AI capabilities at scale. Jeff Ransdell is a serial entrepreneur, former Wallstreet warrior, angel investor, and venture capitalist building a portfolio of exponential technology companies through Fuel Venture Capital firm, which he co-founded in 2017 following his departure from the world of private wealth management. He prides himself on taking an approach to venture capital investment that can be best described as "founder focused, investor-driven," given his experience for two decades, and eventually as a top executive of Bank of America Merrill Lynch. He believes in mentoring his founders to equip them with the tools necessary to survive and thrive in the competitive creative economy and serving Fuel's Limited Partners as a fiduciary.

Roy Neiderhoffer

Roy Niederhoffer began his business career at age 13, when he founded a successful computer game development company, and by age 16 had over 30 employees. He began investing in 1981. He graduated magna cum laude from Harvard in 1987 with a degree in Computational Neuroscience. After working for another hedge fund for 5 years, he founded R. G. Niederhoffer Capital Management, Inc. (“RGNCM”), in 1993. Since then, RGNCM has employed a quantitative, behavioral finance-based strategy to trade equities, fixed income, foreign exchange, and commodities to provide returns that are both valuable on a stand-alone basis and provide significant downside protection to clients’ portfolios. Mr. Niederhoffer leads the Management Committee and brings nearly 35 years of experience in the hedge fund industry.

He currently serves as Chief Executive Officer of Cledor in Dubai, where he oversees a project portfolio valued at AED 2 billion and drives the firm’s expansion across regional and international markets. Mr. Gull’s career includes leadership roles at EMAAR, DAMAC, and JLL, where he contributed to multi-billion-dollar development mandates and structured large-scale sales and investment programs. Over the course of his career, he has been involved in real estate transactions and commercial initiatives exceeding USD 20 billion across residential, hospitality, mixed-use, and commercial asset classes. A strong advocate for technology-enabled transformation in real estate, he has championed digital sales and structuring strategies that have reshaped performance benchmarks across the sector. As Partner for Real Estate Structuring at Mintiply Capital, Mr. Gull advises institutional clients and developers on investment frameworks, portfolio strategy, and transaction preparedness, bringing deep regional expertise and a global strategic perspective.
